- PublicationThe impact of human resources management practices on employee performance: moderating role of transformational leadership in ministry of health in Oman(2025-03-05)Al Abri Ismail NasserThe Sultanate of Oman has achieved global health coverage and leadership through the substantial transformation of the Ministry of Health in the healthcare system within the last decades. Oman is being acknowledged internationally for its leadership in the health sector with achievements in advancing medical services. In the Oman Ministry of Health, the density of human resource management practices among health workers has increased significantly. The Sultanate of Oman continues to develop the educational infrastructure through training to produce a workforce that will meet healthcare demand and leadership performance. Despite its phenomenal success, this industry faces challenges, including human resources practices and leadership performance, to get the highest level of employee performance in this department. Therefore, the primary purpose of this study is to observe the impact of human resources management practices on employee performance and the moderating role of transformational leadership in the Ministry of Health of Oman. The study used the positivist philosophy, for which the Resource-Based View (RBV) Theory and Herzberg's Theory are used to formulate the hypotheses. A deductive approach, explanatory research design, quantitative methodology, and cross-sectional time horizon are employed to conduct the study. A simple probability sampling technique identifies 233 samples from the target population. Then, SPSS v23 and SEM using Smart-PLS 3.3.3 are used to develop and analyze the model. The analysis results reveal that six out of ten proposed hypotheses are supported, and the other four are not. All five direct hypotheses are supported; however, only one out of five moderating hypotheses is supported. These findings will help the policymakers, the government of Oman, the Ministry of Health, healthcare staff, and other stakeholders formulate the following policy and practice. However, the study is conducted based on survey data and considers only five dimensions of human resource management. The study conducted a comprehensive literature review, and a thorough examination of two distinctive theories used. Based on the reviews, the problem statement and theoretical framework formed six research questions to achieve these objectives, leading to Ten research hypotheses. Six hypotheses were significant, while four had no significant effect. The research model was significant, explaining 67% of the coefficient of determination of employee performance. Given the high explanatory power of the model, the study presented theoretical and managerial significance. From the theoretical viewpoint, the study provides a framework that links HRM practices and employee performance through transformation leadership as a moderator. The theoretical knowledge lies in extending the current framework for continuous knowledge sharing. Therefore, future studies can be performed based on qualitative data or mixed-method studies to gain insight into the phenomena. Transactional leadership can be investigated as a moderator for future research, as transformational leadership plays a minor role in human resources management practices
